The two teams are also both under the salary limit, which means they have more money available for free agents.
The Jets’ $72.3 million cap is about $5 million more than the Steelers.
The Falcons’ cap is $1.4 million more.
The cap is a major source of pressure for teams to make roster moves this offseason, but many of the teams with the highest cap figures have not yet made roster moves.
For example, the San Francisco 49ers, who have a $125 million cap, have not made any roster moves, even though they will be without wide receiver Torrey Smith for the next five weeks.
The Seattle Seahawks, who are $100 million under the limit, are also under the $125-million cap, but have signed two free agents: wide receiver Golden Tate and defensive end Michael Bennett.
The teams with less cap space are the Jets, who signed free agents Brandon Marshall, who has three years and $35 million left on his contract, and Darrelle Revis, who is signed through 2019.
Revis has a $28.5-million base salary this season and $28 million in incentives.
